This agenda is designed to help a newly formed action group establish shared understanding, clarify risks, and discuss next steps. The structure and goals are informed by the strategic and operational suggestions from Developing Action Capacity: A Path.

b. Meeting Agenda & Discussion of Paths and Goals

  1. What do we agree on politically?
    • What are our shared values, critiques, and visions?
    • What points of unity do we hold?
    • What do we want to change in the world or in our local context?
    • What would directly change that? What could help others to directly change it?
    • What kinds of cultural or material shifts would build broad acceptance of this vision?
  2. Description of Action Group Roles
    • Are we a decisive, shaping, or support-oriented group?
    • Do we envision playing a direct action role, supporting others, or helping build capacity in the broader network?
  3. Risk, Time & Ability Assessment
    • What is our legal risk tolerance?
    • What is our physical risk tolerance?
    • What are our individual and collective time and energy constraints?
    • What are our physical or mental ability constraints?
    • What role do we each see ourselves playing in revolutionary or resistance work?
  4. Preview of Specialization Tracks

    Discuss available skill tracks or paths the group may explore or focus on, such as:

    • Reconnaissance and surveillance detection
    • Logistics and support operations
    • Direct action techniques
    • Digital and operational security
    • Communication infrastructure or secure networks
  5. Menu of “First Operation” Types by Track

    Brainstorm simple first steps to match each specialization track:

    • Recon: Practice documenting target patterns or escape routes.
    • Support: Assist another group with logistics or safe spaces.
    • Direct Action: Try a low-risk symbolic action like postering, graffiti, or minor sabotage.
    • Security: Hold a workshop on operational or digital security.
    • Comms: Set up a secure, redundant communication protocol.
